Circular tender for the redevelopment of four apartment blocks

The background

The Rotterdam housing association Woonstad wants to convert four apartment blocks into approximately 150 social rental homes that together form a healthy, affordable, beautiful and sustainable neighborhood. Copper8 is supporting Woonstad in this ambitious redevelopment task, from goal formation to award. The result: Oost-Sidelinge 2.0.

Context

As one of the largest housing associations in the Netherlands, Woonstad Rotterdam has an important social role. The provision of affordable homes in no longer the sole focus of housing associations. Woonstad also recognizes its responsibility to create homes that are affordable, healthy, sustainable, and therefore future-proof. Because of this, Woonstad has been working hard on increasing the sustainability of its portfolio for several years. Part of this is the redevelopment of Oost-Sidelinge in Rotterdam-Overschie. This request concerns four post-war apartment blocks alongside the highway.

The question

Support us in making the ambitions concrete, establishing the procurement strategy and guiding the tender of the redevelopment of Oost-Sidelinge. In doing so, allow sustainable energy, circular and healthy buildings to play important roles, and look at how these high ambitions can be brought together mutually.

Current situation and future

The award must go to a development consortium that develops an integrated offer: for demolition as well as the design and realization of the new construction, with the lowest possible ecological footprint. Well-considered material and design choices therefore play a significant role. In addition, energy neutrality is a requirement, and since this neighborhood is next to a highway, there is an explicit focus on creating a healthy living environment. A lot of attention is also paid to the preservation of historical elements.

The process

It requires more than the traditional approach to optimally utilize the potential of Oost-Sidelinge, which is why Copper8 was asked to support both process (from ambition formation to award) and content (energy, circular and healthy).

After developing the ambitions and procurement strategy, we started the process with market parties. We assessed seven market parties and invited two of them for a plenary and individual dialogue round. In this way, we further refined the request and clarified the shared understanding of this challenging assignment. We assessed the two subsequent offers on the following components: design vision (weighting: 50%), action plan (weighting: 40%) and price guarantee (weighting: 10%).

The results

The existing post-war ‘stamps’ with buildings made of precast concrete and many trees functioned as a valuable foundation. We added circular and energy-efficient buildings with modest architecture, and completed this with a distinctive green design. Oost-Sidelinge 2.0 will soon be a place that revolves around wellbeing rather than prosperity. The development consortium comprised the following parties: DOOR Architecten, Hillen & Roosen, A. van Liempd Sloopbedrijven, SMARTLAND landscape architects, IMd Consulting Engineers, DWA, and OMRT.
